Job Summary:
The Supervisor Marine Services (Vessel Operations) oversees crew operations, ensuring safe and efficient ferry service in compliance with city policies, Transport Canada regulations, and the Safety Management System (SMS). Reporting to the Manager, Vessel Operations (“Port Captain”), this role provides leadership, supports crew development, ensures operational readiness, and upholds safety and environmental standards.

Major Responsibilities:
• Implements detailed day-to-day vessel operations plans in accordance with company policies and Transport Canada regulations and recommends policies/procedures regarding program specific-requirements.
• Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises the day-to-day vessel operations of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, hears grievances and recommends disciplinary action as required.
• Provides input into and administers the assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Administers and prioritizes maintenance, preventative maintenance and repair of vessels, docks, and related equipment.
• Coordinates with Supervisor Fleet (Marine Refit and Repair) to ensure preventative maintenance plans are followed, and corrective actions are taken when needed.
• Coordinates with Supervisor Fleet (Marine Refit and Repair) regarding the dry docking of vessels, ensuring that work is completed to specifications and in regulatory compliance.
• Liaises with third-party vendors, sub-contractors, and regulatory bodies regarding vessel maintenance and repairs. Ensures suppliers, contractors and vendors meet and/or exceed City of Toronto policies and standards.
• Prepares documents for RFP, RFQ and Sole Source.
• Ensures the accuracy of the charges in SAP, before releasing Purchase Orders (POs).
• Ensures proper recording and input of parts and contracted services onto work orders for accurate financial recovery and that the proper purchase order documentation is provided.
• Ensures compliance with all provisions of collective agreements, departmental regulations and policies.
• Monitors fuel usage, orders fuel for vessels and prepares statistical reports on consumption.
• Ensures proper documentation of maintenance activities, including Deck Logs and Engineering Logs.
• Prepares reports and maintains operational records related to vessel maintenance, inspections, and performance.
• Supports Transport Canada and Class inspections and surveys.
• Responds to emergency and priority situations by anticipating problems, making decisions and deploying appropriate financial and human resources.
• Ensures work procedures are in accordance with the Occupational Health and Safety Act and other municipal, provincial and/or federal statues, regulations and/or policies.
• Ensures Fleet Services meets Service Level Agreement commitments with fleet users.
• Ensures assigned staff are in compliance with the Accessibility for Ontarians with Disabilities Act, Occupational Health and Safety Act, and all other relevant legislation and associated regulations.
• Oversees the safe movement of passengers during vessel boarding and departure, directing vessel operations as required.
• Works evenings, statutory holidays and weekends as required.

Job Requirements:

Key Qualifications:

Your application must describe your qualifications as they relate to:
1. Post-secondary education in Marine Engineering, Nautical Sciences, Marine Maintenance, or a related field is preferred.
2. Considerable experience working in a marine operations role, in a supervisory capacity.
3. Experience in vessel operations, safety management, and crew coordination.
4. Strong knowledge of vessel operations, and regulatory compliance.
5. Excellent leadership and team management skills.
6. Strong problem-solving abilities and attention to detail.
7. Effective communication skills for coordinating with crews, contractors, and regulatory agencies.
8. Proficiency in record-keeping, reporting, and maintenance tracking systems.
9. Knowledge of the Occupational Health and Safety Act and the Marine Occupational Safety & Health (MOSH) regulations that apply to this work.
