Job Summary
Key Lakes Inc. is currently searching for a Port Captain to join the Ship Operations Department. This is a regular full-time position and is eligible for benefits. This is an office role for someone who lives in the Duluth, Minnesota area.
The Port Captain oversees the operation, navigation, safety and related activities of the commercial fleet vessels.
Essential Functions
• Has overall management responsibility for Ship Operations including ship’s crew, marine operations, navigation, safety, statutory compliance, long range planning, policy implementation and port call activity coordination.
• Routinely communicates with vessels during operations for planning, support and in response to emerging events.
• Ensure all ships are operated in compliance with regulatory requirements.
• Monitor weather conditions, navigational charts, and port restrictions to support VMT’s safe operations.
• Develops capital and operating budgets, monitors budgets, for vessel operations.
• Oversees SIP, USCG, SQE, and GLEMBARC inspections and audits for vessel performance and compliance by various Federal agencies and regulatory bodies (Class and flag State).
• Conduct regular operational (safety/navigation/technical) inspections and audits to assure conformity to company policy, identify potential hazards and implement corrective actions.
• Supports onboard reviews and investigates/reports (CG-2692) incidents, accidents, and near-misses and implement corrective/preventive measures. Assures Class/flag State/customer reporting.
• Maintains liaison with local and federal agencies to ensure reporting, knowledge of and compliance with applicable laws and regulations affecting vessels and/or shore-based marine services.
• Participates in Regulatory and Commercial audits at the office and onboard.
• Recommends, develops and implements policies/procedures pertaining to ship management, marine personnel and vessel operation.
• Stays abreast of vessel-related technologies and advancements to ensure regulatory compliance and identify opportunities for improvement including efficiency and environmental impact.
• Maintains records of vessel utilization, structures, and regulatory and inspecting agency compliance.
• Collaborates with Purchasing and Accounting leads Marine to ensure proper financial management of all aspects of Ship Operations.
• Provide strong leadership for safety, protection of the environment and a harassment-free work environment.
• Reviews on board performance including performing evaluations of Captain, and defines needed training programs for licensed and unlicensed sea farers
• Proactively support internal quality improvement processes, including risk management, the Company Safety Team, quarterly reviews and other campaigns/projects.
• Represents the Company at industry events/forums, regulatory body hearings, insurance matters, and other meetings promoting the Company’s marine interests.
• Communicate with ship captains to provide guidance, updates, and support as needed
Job Requirements:
Required:
• Bachelor’s degree or equivalent in marine operations or related field.
• Advanced US Coast Guard license (Master First Class Pilot Great Lakes or First Mate First Class Great Lakes Pilot).
• 7-10 years’ experience in roles with increasing responsibility, including time on the Great Lakes, or management ashore of vessel operations and maintenance as port captain or related function.
• Ability to communicate effectively both orally and in writing; ability to lead a team in a fast-paced environment; strong work ethic; collegial collaborator, professional.
• 20% travel to vessels and/or corporate offices (willing to travel nights/weekends).
• Working knowledge of navigation systems including ECDIS.
• On call basis to assist with ship operations outside of work hours as needed.
• Must have or be able to obtain TWIC card.
Desired:
• Training/qualification as Master Great Lakes First Class Pilot and knowledge of Great Lakes Bulk Carrier operations, and regulations specific to the Great Lakes.
• Training/qualification as Vessel Security officer/CSO
• Experience in roles with increasing responsibility, including time at sea on Great Lakes vessel, or management ashore of vessel operations and maintenance.
• Computer system savvy – with previous experience with NSE and DocMap
• Live in Duluth, MN and/or is willing to complete the necessary steps to achieve locality.
Physical Requirements
Physical duties for this position include, but are not limited to, the ability to lift less than 25 lbs. independently, 2 times per day; carry 10-25 lbs., 2 times per day. Visual abilities to include near, far, peripheral, depth perception, and ability to distinguish basic colors. Hearing requirements include the ability to hear and respond to instructions, communicate effectively in loud areas (pier/dock, warehouse). Other physical tasks include occasional prolonged standing/walking; use of hands for basic /fine grasping and manipulation, repetitive motion, reaching above and below the shoulders, pushing, pulling, kneeling, bending, twisting, and stooping. Other occupational requirements include talking, traveling, working around others, and with others. Will be exposed to dust or other irritants and electrical/mechanical/power equipment hazards. Physical duties are subject to change.
